Petrol Pumps Are Turning into EV & CNG Hubs: What It Means for Drivers?

Next time you search “petrol pump near me,” don’t be surprised if what pops up isn’t just a fuel station anymore. Across India, the neighbourhood petrol pump is quietly turning into something bigger: part fuel stop, part EV charging point, part CNG station, and occasionally even a mini convenience store. If you drive regularly, this shift is going to change how you think about refuelling.

Searching “Petrol Pump Near Me”? Here’s What’s Changed

India currently has close to 96,726 fuel retail outlets run by the three big oil marketing companies (OMCs), up sharply from just 59,595 back in FY17. IndianOil leads the pack with 40,221 outlets, followed by HPCL at 23,747 and BPCL at 23,642. That’s a lot of real estate, and the government has realised these forecourts are perfectly placed to double up as clean-mobility infrastructure.

Under the Oil Ministry’s newer guidelines, new outlets are now expected to offer at least one alternative fuel option alongside petrol and diesel. State-run OMCs are being pushed to install EV charging kiosks at every company-owned, company-operated site, and public sector firms have already rolled out over 4,000 planned “Energy Stations” between 2024-25 and 2028-29, hybrid sites offering petrol, diesel, EV charging, and CNG under one roof. As of late 2025, more than 1,064 of these Energy Stations were already up and running nationwide.

EV Charging Is No Longer an Afterthought

Under the FAME-II scheme, 8,932 EV charging stations have already been installed at retail outlets, and OMCs have gone further, setting up over 18,500 additional charging points using their own funds well beyond what the government scheme originally mandated. This matters because range anxiety has long been one of the biggest hurdles to EV adoption in India. Having a charging point at the same spot where your neighbour still fills up petrol makes the whole transition.

It’s a smart hedge for any petroleum products company operating a retail network today. As two- and three-wheeler EV sales climb and ethanol blending eats into petrol volumes, fuel retailers need new revenue streams from the same real estate. Charging bays, battery-swap counters, and even small solar canopies are becoming common sights at forecourts in metro areas like Delhi NCR, Bengaluru, and Hyderabad, the very cities the government has specifically flagged for EV infrastructure focus.

CNG Isn’t Going Anywhere Either

While EVs get most of the headlines, CNG is quietly having its own moment. India is targeting 18,336 CNG stations and over 126 million piped natural gas (PNG) connections by 2034, with natural gas’s share of the overall energy mix expected to rise from around 6% to 15% by 2030. City gas distribution companies added more than 2.1 million new PNG connections in 2024-25 alone, and compressed biogas (CBG) plants (over 130 commissioned as of late 2025) are increasingly feeding into the same CNG network, making it a genuinely lower-carbon option for daily commuters and commercial fleets alike.

Mandatory CBG blending obligations for CNG and PNG kicked in from FY 2025-26, which means the gas coming out of the pump you use might already contain a growing share of biogas, even if you never notice the difference at the nozzle.

What This Means for Punjab and North India

Refining and fuel-retail infrastructure in Punjab and neighbouring states lean heavily on HMEL, the HPCL-Mittal Energy Limited joint venture and petroleum products company that operates the Guru Gobind Singh Refinery in Bathinda. The refinery doesn’t just supply petrol and diesel to Punjab; it feeds Himachal Pradesh, Haryana, Delhi-NCR, Uttar Pradesh, Jammu & Kashmir, and Uttarakhand too. 

HMEL has also simplified its petrol pump licensing process in Punjab, with new licences now being cleared within two days, and the company runs its own bio-ethanol plant producing around 10 crore litres annually, which directly feeds into the national ethanol blending programme that’s reshaping fuel composition at pumps across the region.

Takeaway for Drivers

So, what does all this mean if you’re just trying to fill up your tank? A few things. First, whichever petrol pump near me or one you have relied on for years is likely to look different within the next couple of years: more charging points, more fuel choices, possibly even a CBG or biofuel option. Second, fuel retailing is no longer just about petrol and diesel; it’s becoming a genuine energy hub model. And third, this transition is being driven as much by petroleum products company economics as by climate policy. OMCs and integrated players like HMEL see multi-fuel forecourts as the future of retail margins, not just an environmental checkbox.

The next time you pull into a petrol pump, take a second look. There’s a decent chance it’s already part of India’s quiet energy transition, even if the pump attendant hasn’t mentioned it.
